ECQ Guidelines in the City of Baguio as of March 18, 2020

The following are the salient provisions of the Enhanced Community Quarantine amending the Executive Order No. 67-2020 amending Executive Order No. 65- 2020 (declaring the city under citywide community quarantine) to adopt the guidelines set in the Enhanced Community Quarantine (ECQ) status ordered by President Duterte over Luzon.

Curfew

Movement of all persons in the City of Baguio shall be restricted to their respective homes, subject to the following exceptions:

  • Persons leaving their residences to access basic and essential necessities, food provisions, and urgent medical needs only;
  • Those persons working in emergency frontline services, border control, and other critical services;
  • Those in AFP, PNP, BFP, and the Naval Reserve Command and Army Reserve Command as they may be called to assist;
  • Personnel deployed by the City Mayor’s Office- Permits and Licensing Division, Special Services Division, Public Order and Safety Division, and such other persons as may be authorized as the COVID-19 Inter-Agency Task Force;
  • Barangay Officials and BHERTS;
  • Those persons who have secured Clearance Certificates from the City Mayor’s Office;
  • Those persons working in the following establishments such as those providing basic necessities and such activities related to food and medicine production
    • Public markets;
    • Supermarkets;
    • Groceries;
    • Convenience stores;
    • Hospitals;
    • Medical clinics;
    • Pharmacies
    • Drug stores
    • Food preparation and delivery services
    • Water-refilling stations
    • Hardware stores
    • Laundry services
    • Manufacturing and processing plants of basic food products and medicines
    • banks
    • Money transfer services
    • Power, energy, water, and telecommunications supplies and facilities
    • Business Process Outsourcing (BPO) Establishments
  • We are on 24 hour curfew. Only ONE (1) person allowed per household and should register with the Barangay regardless if they will walk, use a private car, or use the special service provided by the Barangay Hall.
  • Curfew for critical personnel shall be from 9PM to 5AM.
  • The Baguio City Police Office served notice that they will be more strict in checking the purpose of people out and about in our streets starting today March 18, 2020.

Transportation

Checkpoints

There will be a heightened presence of uniformed personnel to enforce quarantine procedures. 

Mass Public Transportation

All mass public transport facilities and systems remain SUSPENDED except for those who will accommodate the following:

  • Residents with no private cars can ask barangay officials to arrange taxi or PUJ ride to work, grocery or market, hospitals or any essential travel within Baguio. As much as possible, only one (1) person per household should occupy the taxi and PUJs must only be half-filled so that passengers observe social distancing.
  • Barangay officials must have a record of the transport unit, passengers and their corresponding routes and purposes which should strictly be essential. Barangay passage and travel notification form will be filled out for this purpose.
  • A special taxi service was also established to cater to those needing emergency medical care. Taxi units are placed on call to address this need and they should strictly adhere to the policy of ferrying only those on medical emergencies or needing emergency medical checkups. Special Permits were also issued for this purpose.

Number Coding Scheme

Number Coding Scheme is lifted ONLY for vehicles used by medical personnel and those in health service.

Outbound Passengers

For stranded non-residents in the city of Baguio, The City mayor has provided a 48-hour window starting 8 AM of March 17, 2020 to 8 AM of March 19, 2020 to leave the city through whatever conveyance they could find.

Inbound Passengers

All non- residents of Baguio shall not be allowed entry into the city. For parents/relatives fetching their children, SPECIAL PERMITS from the City Mayor’s office will be issued to said persons for the purpose, validity of which shall be for a few hours only and definitely not exceeding 8am of March 19, 2020.

Persons coming into Baguio City must still pass through temperature screening and must submit pre-filled Health Declaration Form. You can either download or fill up the Health Declaration form at http://baguio.gov.ph/

Cargo supply and deliveries carrying essential goods

Movement of Essential goods and services shall at all times remain unhampered. subject to the observance of strict sanitation methods and practices

Private Establishments

Only those private establishments providing basic necessities and such activities related to food and medicine production may operate:

  • Public markets;
  • Supermarkets;
  • Groceries;
  • Convenience stores;
  • Hospitals;
  • Medical clinics;
  • Pharmacies;
  • Drug stores;
  • Food preparation and delivery services;
  • Water-refilling stations;
  • Hardware stores;
  • Laundry services;
  • Manufacturing and processing plants of basic food products and medicines;
  • banks;
  • Money transfer services;
  • Power, energy, water, and telecommunications supplies and facilities; and
  • Business Process Outsourcing (BPO) Establishments

These guidelines are as of 10 AM March 18, 2020. Any further updates from the local (Public Information Office of Baguio City) and national authorities shall be reflected in this blog post.
